Lets start of with the specifications of the two :

- Fingerprint-resistant oleophobic coating
- Apple Dual-Core A5 processor
- 16GB/32GB/64GB Storage
- 5MP iSight camera/FaceTime HD Camera
- 1080p HD video recording

Talking about Google's Nexus 7, it features :
- 7-inch IPS HD display with 1280 x 800 resolution (216 ppi)
- 1GHz Tegra 3 Quad-Core Processor
- 16GB/32GB(might be announced on 29th October)
- No Rear Camera/1.3MP Front-Facing Camera
- 4325 mAh Battery
- 1GB of RAM

Now if you compare, the main part where iPad leads over the Nexus 7 is it's LTE feature. It means you can insert sim and browse so that you don't have to rely on Wi-Fi connectivity in order to use internet. You also get a huge storage option in iPad mini(upto 64 GB) whereas Nexus 7 is only available in a 16 GB variant as on current date. iPad mini also has front as well as rear camera whereas on Nexus 7 you only get a front facing camera.
Seems like iPad is winning all the way... but WAIT!! It's NEXUS 7 man!!
Talking about Software part, iPad mini comes up with iOS 6 and Nexus 7 with the very latest Android JellyBean 4.1.2. Personally, I feel iOS is very simple and straight forward with limited customization which I feel is perfect for a tablet(not for a smartphone). But if you really like playing around with widget and wants to have a different look on your home screen every 2-3 days, iOS is not for you. Android JellyBean offers a variety of customization and you will always have one or the other widget waiting for you in the market to play around with. You also get 'Google Now' on Nexus 7 which is your virtual voice assistant on Android, like Siri. Unfortunately, Apple iPad mini lacks Siri.
Talking about the battery life, Google's Nexus 7 boasts up 9 hours of HD video playback, 10 hours of web browsing and 300 hours of standby. Apple claims that the iPad mini will get 10 hours of battery life and the company says that it will pull down up to 10 hours of surfing the web over Wi-Fi or watching videos and 9 hours over cellular data.
